Even if you clear in a random group, who says that the 7 other guys didn't cheat with 50 plugins and auto-rotations? Or do your morals only work in one direction?
Not only this tier. It has always happened. The only way to prevent this is making good use of the stalking tool you've mentioned, which most people in NA cannot do, as they would rather recruit an inconsistent player with bad damage at the prog point, than a good player 1 mechanic behind.

But please tell me whats more cringe? Someone frequently joining PUG's far below their progpoint, wasting 7 other peoples time while being protected by multiple layers of ToS OR a community created list that reduces scummy behaviour like this.
I dont really care if someone in the party I'm in uses any kind of Third-Party. It doesnt directly interfere with my own gameplay. A person single handedly wiping the raid does. Its really not the same.

Yes, although the difference was that when I did it, I was extremely confident and that confidence was proven by 1 shotting it with the static. I wouldn't do it if I wasn't super confident.
The issue with prog liars is when they join a prog far beyond what they can get to consistently, and aren't confident in their ability to get to that prog point consistently, but want to benefit from the other players being consistent.
