Before she sang her last Song of Hope, Rebirth and newfound Joy. She said "before I fall silent forever". That means she will never come back.

I'd support Meteion's return if she brought some lore that added to her backstory and how she impacted the MSQ with her. Dropping her in at the end of a decade's worth of expansions as the explanation for the majority of the story still rings painfully hollow...

I interpreted that to mean that she'll no longer sing - not that she'd never come back.
