Yea, i understand, but the GM is telling me even if i restore my old character, that character wouldn't get a legacy mark because i don't qualify for it. I don't understand why don't I qualify when I met all the requirements.

I dont think the GM understood the question. You need to get past that part. YOU don't qualify for the legacy mark. The character, when restored, will have the mark, if it is indeed the 1.0 character. Nothing else matters or is relevant.
Its not a separate thing that gets enabled on a character. The GMs have no ability to look at or change anything. Its in the char data itself.
Pretty sure there was no story requirement because I only got to like level 30 or so before bailing on 1.0, but I paid my sub long enough and got the tattoo and legacy status on my account.
I think the Lunar Transmitter was only required to flag all the bonus cutscene stuff during ARR.
I wonder if maybe the GM is conflating the legacy mark with the legacy account. Or maybe since it was deleted, it internally deleted the flag stating it was created in 1.0.
At any rate, if they do a retore, is there any negative for you? Like is it just a matter of "lets see what the character comes back with", or is it going to freeze your account for an uncertain amount of time while SE works? Would it delete any other characters, etc?
Ahh, so bit of a tough call possibly. I know in all my years of playing I've never needed to use the one-time restore, but I also realize that we all have different circumstances and situations that may pop up with our accounts. Personally, I'd probably be waaay too curious to NOT do the restore. lol.
But yeah, definitely give that one a think.
The legacy status from 1.0 required 3 paid months of sub time, but the legacy 1.0 tattoo really was only supposed to required that you have played 1.0 - not even paid for it, just played even for a little while.
Like everyone else said, try turning on the tattoo using the command.
It might be that they can't restore the mark, you did say the character was deleted years ago so maybe their system can't confirm if the character was a legacy character or not so they won't give the mark, or maybe since it was deleted it doesn't keep the flag?
