If that's the goal, there is a better solution. Detach workshops and gardening from houses and give them another access point.
Those who serve in the military are already at a disadvantage because deployments frequently are at least 2 months long or longer. They'd only be able to keep their house with the help of a spouse/partner/friend logging onto their account to reset their demo timer.
Granted I don't know many truckers but the ones I do are set up with wi-fi so even if they're on the road for a couple of weeks, they frequently overnight in areas with wi-fi service so they can get online to play games with their friends/family. Nothing about his system would require someone to log in daily though it's still an idea that's going to get shot down by the majority of players.
Don't worry, every time the subject of some sort of rent system comes up, it gets soundly thrashed. SE is highly unlikely to implement one considering the negative player feedback when it comes up as a hypothetical.
Just because the house hasn't been decorated yet doesn't mean the player isn't playing the game. They could well be doing a lot of activity that would earn them your "activity credits", accomplishing nothing.

Doing dungeons isn't using the house though. If there is an activity quota to be met, the activity should be based around using the house itself. Even when it comes to general activity, credits are a bad way to measure engagement with content. For example, how many credits do you get for progging a raid for weeks, but not clearing it? You'd be forcing some end game players to do braindead content they wouldn't otherwise do, to keep housing that isn't in any way related to said braindead content.
Just because it isn't decorated doesn't mean it's not being used. Especially in fc wards. I'm sure you can figure out why.
By the way, Jenova has 244 open plots. Players should buy those first before setting their greedy eyes on other people's houses.
Unfortunately, the only real solution is to add more wards and have them only contain medium and large houses. Gil is no longer the barrier it once was. Hopefully they will go through with the idea of being able to upgrade the interior of your house. That will help a bit. But if it doesn't increase the number of garden patches you can have I will continue going for a medium or large. Even though the system has made it painfully clear that I will never get one no matter what.
On the bright side, my friends are benefitting from it. Every time I bid on a plot I let them guess how many bids I will lose by. If anyone guesses the exact amount I pay them a million gil. Sadly nobody got it in this round. But someone got it on the nose in the previous round.
Ok, putting aside that the real issue with housing is the scarce supply for a minute, and that we all pay a sub to play, your plan for earning housing credits doesn’t really involve the house at all!
I’m one of those people who plays every evening after work and a good chunk of my weekend. I’m in my house at least once per day, usually more. Most of my retainers are on the hour long ventures and I have a bell in my house. I hang out there whenever I’m not doing anything with someone else. The house is fully decorated, I decorate the yard for the different seasons, etc. And as someone who is fully utilizing my house, I would not be able to make your “credits” quota. It’s patch week, and I’m running more things than normal, but beyond that, I usually do Expert, Frontline and maybe Alliance and call it a night. Sometimes I’m so tired after work, I literally just sit in the house and listen to my playlist on the orchestrion, or sit out on the deck in the backyard and listen to the waterfall. Or take a zillion gposes. Or play around with housing preview. None of that earns me credits under your system. Because I’m not running enough dungeons or doing enough crafting, I’m actually enjoying the house! lol And by the same token, those who are meeting your credit requirement could just as easily be letting the house sit unused!
TLDR: the real problem is not enough houses, not that those who have them aren’t active enough by someone else’s standards. I’d rather SE focus on the supply issue than make people jump through even more hoops in an already extremely frustrating system.
