Go stand in one of the popular markets and spam your summon retainer button until someone brings their out to check it. Works for me every time after a few minutes during peak times.
Empty Retainers should disappear.

2 other cities no where near full, time to start utilizing them even more. They do disappear when it's empty and unchecked for a week, SE USED to reset wards after x period of time, but not anymore cuz people complained they couldn't sell anything.

Start helping the change, don't check the Ul'Dah wards first, check them last and on if it really fails, give incentive to the markets elsewhere. Don't try to station both of you retainers on Ul'Dah, put one elsewhere! Put some stuff that people actually wants to sell in there!
