1.) The idea of the tank achievements + mounts/titles was to encourage people to play tanks in a time when we had a tank shortage that was not attributed to tanks being massively boring.
2.) The fact people just do Deltascape 3.0 (Normal) as an 8-man group to farm through these achievements defeats the purpose of these achievements (not sure if all are affected). I have no respect for people who do this.
Let me rephrase my choice of words then, since you liked to cherrypick that phrase.
I think the tank achievements were a good idea to encourage tank play in duty finder or duties that were in need of tanks. I also think being able to "endure" them by spamming the easiest duty available was a bad choice.
Luckily we have no issues now so it isn't a problem, but it is objectively a bad design choice.

I don't know how doable this is, but I'd kill for a BLM mount that makes you ride whatever staff you're using like a broom
All tanks get 2 each actually. Which is really, really weird. And yes because they're achievements and require tanks to queue for "high end" duties I believe, tanks will often do farm parties which is usually level 70 unsync'd content to farm their counts for it.
