As a primal resident I remain completely oblivious to this because I... I don't think I ever look at the others section. I only look at duties.

There are some generous people on the game who are generous for no reason and ask nothing in return. I find it wholesome. I've met nice people that have given me things over a few years of playing this game.
If people wish to spare the money to help a stranger out with their sub/buy them the expansion it's their decision.

But yeah most of the outfit beggars are cringe- "cute girl looking for samurai outfit to become best princess in the land, can you help me with this?"

It is cringe and embarrassing to beg for items from strangers , but not a bannable offense. They do it because unfortunately some simps give them what they want. I know someone who just got the brand new cat outfit gifted to them through begging because they have a cute miqote . Simps gonna simp.
