I still don't see anything about him that reads as 'evil' instead of just 'politician who knows how to play the game'. Him approving of Claudien's auracite research just sounds to me like them using a recognizable 'trustworthy' name so we know that he's in good hands while trying not to give all that to Fourchenault; if they wanted us to be worried they would've said Sevestre.
His Japanese voice acting doesn't mean much; his actor's all over the place, and while there's a lot of villains in there, he's not exactly The Villain Guy (he's in a number of Gundams, and basically has a 50/50 record of 'minor antagonist' to 'supporting character to heroes' there). Hell, Endwalker also has him voice Ahewann, and that guy's basically as heavy an 'Approved Good Guy' as we can get.
