It was like that back in the 2.x series, but I believe they dropped that requirement sometime since then.
On how things would change if we did my idea of Optional and MSQ, here's a list of optional dungeons during the leveling process that would be thrown in the Optional Dungeon roulette:
ARR: Halatali, Qarn, Cutter's Cry, Darkhold, Aurum Vale
HW: Dusk Vigil
SB: Shisui of the Violet Tides.
Those are the only optional leveling dungeons in the game, all the others are mandatory. As for the level cap dungeons before ShB that are mandatory MSQ (other than CM and Prae), we only have:
ARR: Snowcloak, Keeper of the Lake
HW: Aetherchemical Research Facility, Antitower, Sohr Khai, Xelphatol, Baelsar's Wall
SB: Ala Mhigo, Drowned City of Skalla, The Burn, Ghimlyt Dark
All those would be thrown into MSQ roulette (albeit with skippable cutscenes).
It used to be required but I think they removed the post-ARR quest that required it. You had to go get a stone for a quest in Mor Dhona IIRC.
To the OP, they could just change the name to "Level 50+ Dungeons"
That's how my friends and I identify it now for sake of ease
I usually refer to the xp dungeons as x1-9, so maybe x0 for 50/60?
"Legacy Cap" might make sense, but it's also going to beg the question from a lot of people: "what's this mean?"
