Or....orrr....or...hear me out here, where WHM currently has a job gauge entirely focused around managing to do what the other three healers do normally, for free, without needing an entire job gauge mechanic to just have free healing to fling out like candy, they could design for WHM what the other three healers have (setting aside their tedious damage rotations): actual utility or interesting things to do, instead of doing what WHM has always done and wasted real estate playing not-quite-catchup with what the other healers just do as fringe benefits to the other stuff they're allowed to do.
