Even if cure 1 gets insta casting, its rarely going to be useful because healing over time is most of the time already enough and over time does significantly more healing in comparison. Esuna on that might not have that many uses in a good team, but the moments its useful, its very useful, it has a reason to exist. Adding healing to that is something i would discourage as it generaly needs to be balanced out again with a slower cast (in the end nerfing it).
The main reason why merging cure 1 and 2 is a problem is because of mana costs and the potency diffirence being too large. Without that, it would have been a very easy fix.
The other issue is, you want to keep it GCD related (because thats how those healers work), while for most effective healing, you often want oGCD. Which again conflicts. The way to counter that would be if the GCD usage can offset the usage by boosting DPS at a diffirent moment with similar potencies.
I think that cure 1 on that would be better off getting some sort of combo potential with stone/glare in which the heal might be weaker, but not come at a large cost of dps. For example casting cure 1 causes the next stone cast to do 175% of the damage (causing a 12.5% loss of damage compared to not healing at all but also a 40% reduction in healing compared to cure 2, while that one would cause 50% damage loss). This would keep cure 1 relevant, and in many cases actualy even prefered. And best of all, it preserves the GCD aspect

Benefic I agree with, I haven't even had Benefic I on my AST hotbars for the past few years, it's completely useless.
Cure I however could have some use, as considering the number of skills WHM has, it can stand to keep it, and it could give the job some more depth.
Simply reverse the function of Freecure. Instead of I proccing II, have II proc I and turn it into 'High Cure' that does something like heals the same potency as II, or auto Crits, or generates a free Lily or something.

PVE could learn a thing or two from the new pvp abilities. One of those being only have one cure button.

Merge Esuna and Cure 1 into one button, give WHM Afflatus Purgation and Seraph Strike in PVE and Aero 3 back. And one hard-cast dot, or a nuke with an interesting effect. BANG. WHM now feels like a neat middle ground between SB and HW WHM.
