its not the same thing, I have 100%spirit bond on a lot of my gear that is not converted. Even in the info it will say convertible or not convertible.
Spirit bond is what you need to do before you convert the gear.

Perhaps they want to discourage people from only running Garuda for weapons. This way once you're 7/7 on weapons with Garuda, you have a reason to go back and do Ifrit and Moogle (which will help people who haven't had a chance to access that content yet) instead of just spamming Garuda until next update. I imagine whenever they release the next avatar they will let people convert their Garuda weapons as well.
As far as I know the new materia that's just been released can only be converted from Ifrit/Moogle weapons. I have yet to hear of anyone getting any of the new materia from normal gear and personally converted about 100 pieces since 1.22 went live, not a single one.
What I don't like is that only crafted stuff can use materia. If they feel it's too powerful for better items to have materia (which is stupid) then they could just limit the number of materia you can use. I shouldn't be locked into plain, generic equipment to use the materia system, which I thought was going to be a bigger part of the game than it feels like it is right now.
They should just make all gear convertable.
Uhn... I'm going in here making a guess based on how I would do the programming.
Probably, all the weapons fit in a single 'mold', a single base that they use to very rapidly make every weapon code-wise without needing to recreate 90% of the weaponry code every single time (it probably prevents code cluttering). That means that every single weapon will be spirit-bondable even if it isn't convertible. And I presume that 'remove spiritbond value from non-convertible gear' is dubbed "far too much work for far too little gain".
