As a software engineer that has migrated legacy code to the cloud months may not have been enough time, especially while they were preparing for an entire expansion at the same time. I think I vaguely remember seeing Yoshi-P comment at some point that they actually spent some time trying to use cloud servers and it didn't work. Still something worth looking into for the future, but that ship has sailed for Endwalker unfortunately
Back in 2019 when we have DC split, we just split into two DC without any new world being added.
No doubt SE fail to foresee the growth in EU players population have contribute to today congestion issue.
Can only hope SE learn from this and see the need of expanding EU DC.
However, I am not optimistic any significant improvment to EU DC 2002/queue time issue as other have mention the semiconductor shortage
The major cloud providers have plenty of compute that can be scaled in incredible ways.
A great strategy to keep general costs low and having burstable scalability would be to have servers hosted at edge locations and have cloud fabric network links to the MCPs since their are limited major global fibre/fabric providers.
