There was never an option to use it anywhere.
It's just a reason it hasn't been allowed to be anywhere.
Not that this stops people with /playdead and other emotes though.

Sounds weird to me if it's true because the /playdead emote can be used for similar purposes if someone really wants a laying on the ground emote.
Yet the push up emote exist. Shameful display.
Blame the culture of liability for that. It would be nice and all if each instance of violation is treated locally specifically to the offender. But what will more than likely happen is some kind of lawsuit claiming the developers are liable for not policing their game well and must take responsibility for all wrong doing on their platform ... and you bet tons of people gonna be on the band wagon because it makes them feel good.
Can't blame the dev for playing it safe.

Hmm... I don't recall there ever being a /sleep emote which could be used everywhere. We've just had the /doze emote which is limited to beds.
Whether or not FFXIV doesn't have a /sleep emote because of ERPers is irrelevant to me. By itself, a /sleep emote isn't a particularly interesting emote. I'd rather see emotes which would be more fun, such as /bubblegum.
I think it's entirely subjective as to whether a sleep emote is interesting or not. Personally I'd rather have more emotes that contribute to immersion and role-play than those that further push the game into feeling more like modern day elements are inserted into it purely for the sake of having them there.
For example, a sleep emote could easily be useful to have a character fall asleep next to a campfire out in the bitterly cold wilds of Coerthas or Garlemald.
I see no reason, however, why both a sleep emote and a bubblegum emote couldn't be added.
