It's a compromise. Clipping is there to keep the visual consistency of the race(s). Think of viera, they (SE) could just hide the ears, and then hats would be available. Instead of doing so, they have kept ears visible, to stay consistent. The compromise is no hats.

I choose to play a tailed race as well, I glamour around the tail; I do not wear outfit pieces that look jarring due to clipping. If I can't wear a few pieces: so be it.

Well I'm sorry, but when a discrepancy exists then an actual solution is warranted. I see no reason why I should deny myself of a significant portion of item models just to avoid clipping issues for my favorite race, that could be otherwise easily circumventable.

If I remember right my Tail was actually covered in armor when wearing the Chevalier DRG set from HW. Though I think it ended up thinner cause of not having the fluff or fur.

I can see many reasons a miqote or an au ra might want to hide their tails. I'm not sure why "cut them off" is the first assumption but a criminal might want to hide any identifying features they can for instance.
