In the end you cannot prove it was on purpose, the GM might suspect their actions but the reality is nothing will come of the your report. Maybe if people keep reporting such actions action might be taken. Though as someone who “DC’s” often from MSQ roulette and have had people “claim” they were going to report me I have never had any action or even had a GM speak to me regarding the issue.
Yeah, I know of a few mentors off hand on my datacenter that participate in that exact pattern of behavior. It's a widespread type of abuse, so I don't at all doubt that's exactly what that guy is up to.
Unfortunately it mostly comes down to the GM's having a very limited view of the situation, and pretty limited time to actually review it. Their policy ends up erring on the 'safer' side, which allows a lot of this behavior to go unpunished. Generally unless someone is either getting mass reported enough to justify a deeper investigation, or openly says "I am disconnecting in order to avoid the roulette penalty", it's unlikely they'll actually be actioned on the GM side of things.
My sister and I, as well as our friends, have had nothing but trouble with mentors. They don't do their class job or help, they are toxic as hell to everyone but most definitely sprouts and a lot of them admit they abuse the mechanics by DCing to avoid the penalty when they decide to dip out during multi wipes (if they aren't there to help or mentor, clearly they shouldn't be a mentor!). Something not only has to change with that easy to abuse DC thing, but with mentors in general. There are so many people joining it and giving the mentors a bad name, it is getting ridiculous. You can't do a trials or dungeons without at least seeing three of them a day.
Situations only become Unwinnable when people stop trying. You sound like you stop trying before the duty even starts if the game doesn't give you the one you want. Which means it's unwinnable because of you. It also means you're damaging the community by providing examples of negative behavior to new players.
When you queue a roulette, you agree to run any duty in that roulette. If you are not willing to run every duty in that roulette then do not queue that roulette.
I've had a few times where myself and the rest of the group intentionally sat around in duty chatting because of a player doing force DC's hoping to skip the abandon timer leaving that person the option of eating their timer, doing the duty, or waiting for the duty timer to expire. We reported the ones that blew up in chat at us because of this before they left and ate their timer.
Please report those mentors that do that.
Mentors should be an exception to this behavior, not another example of it.

Maybe they should add a second commendation system that counts solely towards applying for mentorship roles...One that doesn't give a player experience just for handing them out and gives no achievements or rewards for gathering enough but is required to apply for mentorship instead of regular comms.
The mentor system? This utopia from the mind of Yoshi-P and his team, supposed to serve as an example...
