I think it should be removed from all classes except paladin since it has a shield, other classes should just save their teleports and other skills for knockbacks.

I oppose reducing its duration. Something about the nature of how FFXIV's netcode and general framework makes the timing for buffs finicky, even when you understand how it functions, and the flexibility to use it a GCD or two in advance helps assuage some of my grievances. Unless we drastically change the way things are applied to the status condition frame, and how they interact with other entities, tight timings with buffs or debuffs is annoying.
This does not address the knock-on effect for Arm's Length as a tank CD, though in the defence of your thesis there's a lot of benefit to decoupling actions that exist across different roles to give them fine-tuned versions, kind of like how casters use Surecast as it were. The slow on Arm's Length on physical DPS is a bit weird and the three roles that use it could benefit from their own secondary effects but I don't lose sleep over it.
I honestly believe that if Arm's Length and Surecast re-cast timers were reduced to 60 seconds, it wouldn't change anything except how often you use those skills... but then the devs would actually have to make dungeon trash interesting so that tanks aren't just constantly using Arm's Length+Reprisal+one other CD in big pulls...
we already had this. it was called Tempered Will. It was stupid that PLD was the only tank to have on demand knockback prevention (albeit at a lengthy 3 min cd)
why do you want a job within a role to have an advantage over others for no reason? Arm's Length is fine as it is. A great cd for dungeons and usually up for any knockbacks in raids.
