2. I'm sorry, but it is indeed true. The rewards back when scenes were skipable were simply underwhelming and only upped to make the unskipable attractive. Skip means less reward.
3. Also back then, newbies or people that refused to skip the scenes were simply vote dismissed in a lot of cases or insulted. It's possible that this behaviour will return when they figure out who said no (which is quite easy via chat).
No cutscenes = no extra reward. No extra reward = probably less players even bothering with it. Easy as that.

While what you claim is true, the reward for the MSQ Roulette would still be lowered, we are not talking about running other dungeons in the saved time, looking exclusively at MSQ Roulette here. Since the reward is low, people don't have an incentive to do this roulette (when they could just do a dungeon that gives more EXP). That would mean less people queue for it, queue times go up again and the point of MSQ Roulette is completely missed. As others here have already pointed out.
Well, you can skip msq roulette alltogether....
If the cutscene was skippable, the exp would drop to like a tenth. I don't understand why people want to add the option to skip the cutscene, and think they will still keep the giant 20million exp reward for doing the MSQ roulette.
The point of making it unskippable is so new players don't have to worry about inconveniencing everyone else, not so the whole raid can turn on new players when they decide to not vote skip.
