There's nothing stopping you from wearing that combination as long as you're a Lv63 tank - and you don't even need that if you substitute different stockings.

NPCs do get away with a lot, but this isn't one of those cases.

I'm all for more simple clothing, there's also the more elaborate version of the Oasis Tunic with gold chains and jewelry that Rowena used to wear I'd still love to see implemented.
