If used for public motivation, it only need once. (And a person)

They really should let you pick which side your on maybe you have got tired of them having you run half way around the world to deliver a bottle of wine or some type of food. Shoot they never have even given you home to stay at. I think BNS they let you pick in main story at one point to ether follow the light path or darkness path.

In-story, the WoL is a ward of House Fortemps and could stay at the manor, and most likely has a room at the Rising Stones as well. Leaving the housing system and the inns aside, of course.
