that would completely ruin the local housing community (which is currently almost entirely ruined anyway because there are way too many houses, so you rarely see people anymore).
For people who want persistent housing/neighbourhoods for that 'community feel', they can choose to buy in the existing housing wards.
But for people like me who just want access to a garden, I would gladly give up my current house if instanced housing with gardening was an option.
Additionally, upgrade apartments so that they can go from small to large with balconies for gardening.
Also on a related note,I think, locking airships/submersibles behind an FC house was a bad idea.
Since, it's usually only the FC leader and their inner circle who benefit from them.
On the flip side, often it's the case where only the FC leader and officers who are working on the airships/submersibles/FC projects etc.
I'm saying this as someone who created an FC with a few friends so that I'll eventually have access to airships/submersibles/company workshop.
However, I think a greater portion of the playerbase will benefit, from personal airships/submersibles/workshop etc.
Even the in-game lore could be worked around this, for example:
Skysteel Manufactory in Ishgard for airships.
Limsa/Kugane for submersibles.
True but still giving all players the option to get a house ( instanced ) is overall the best option, i mean.. wildstar did it and it was damn great .. there is overall no reason for them not to be able to give it to us ... well .. apart from "servers went up in smoke/servers can't handle it"
One month ago there was an interview with this question.

Gamer Escape: Regarding housing… trying to get a plot is very difficult, and it takes a lot of time and there’s a random element involved because of the timer. Has there been any consideration to change how the system works?
Naoki Yoshida: This system is necessary to address RMT / gold farmers. We want to eliminate issues where they are farming for land as well, and if we were to remove this system then nobody will be able to buy land properly anymore. We wanted to make it so that it’s fair to everybody. So yes, luck is involved in that process unfortunately, but for the time being we don’t have any intentions of changing the system.
Please note I never said they didn't complain. Just that the solution provided wasn't what they suggested hence why I worded it that way. Furthermore, people have now mentioned several times how problematic the devs solution has become. Said concerns were all but dismissed. So nothing has actually been solved.
Yes. The whole plot would be instanced, with any number of owners. You'd select which one to display / enter via the placard. Less desirable plots would automatically have their prices reduced until occupancy approached the more popular ones, making housing even more available.
However, having perhaps thousands of house owners per neighborhood would require a lot more storage, which Square seems reluctant to upgrade.
