I blame the world visit system for this. I don't think Adamantoise is suddenly popular so much as people now have a way to play on Gilgamesh despite years of SE telling them to not all congregate on one world.

Thank God i am playing on Zodiark and not some crazy populated server.
Cactuar was already one of the highest popluation servers on the new data center, so that server showing congested isn't terribly surprising.... but the whole data center is a frustration. I'm in your same boat. I have a friend who wanted to start playing the game, and I hated to disappoint him and tell him that because of how the servers are currently, he and I can't play together.
I feel like this is a bigger problem than SE is giving it credit for. Their current solution of "hope people move to crystal" isn't working and if they are working on a better solution, they are taking too long. Now with the advent of cross-server play it seems like it should be more about at least creating scenarios where people can play together, even if it's not on the same actual server.
I also dislike how they don't differentiate between accounts that already have characters on a given server. If my main character is on Hyperion why can't i create a new character also on Hyperion? It's not like that is going to contribute to server congestion... I can't play two at once, this is a needless restriction.
it was done as a measure to make sure currently subbed people could play. every day since early access there has been a queue to log-in. now it's usually only about 15-20 people, but without the lock-out, i could see it just as easily being 150-200 people instead.
Unfortunately this is a problem created by the player base itself and there isn't much SE can do aside from keeping those servers locked until the population stabilizes. There's no point in creating new servers when there are plenty of preferred servers on a NA based Data Center so they aren't going to do it unless Primal and Crystal also start getting to the state that Aether is in. The Raiders whipped themselves up into a fear induced frenzy and piled onto Aether like a bunch of rats fleeing a sinking ship and this is the price to pay for that.
This was exactly why my wife and I moved to crystal. We got our daughter the game and she couldn't make a character to play with us. So after a week of that crap and me watching the congestion list we move to the server that was open the most.
I have an alt on Crystal (Mateus) and its lovely there. My main is on Cactuar. While Mateus is RP heavy, most of it occurs in Ul'dah or the main city-states and if you know how to prioritize your chat options, it will likely never even be a blip on your radar. Sometimes you might get a tell about a good glamour bit thats it. I see people with raid and feast gear regularly so there's a raid community there. Its probably just exclusive. I feel like a quite a few raid groups moved just to get out of all the congestion. Crystal is a laid back datacenter with a distinct lack of salt. I go there when I want to play and just enjoy my time instead of just doing the usual grind.
They're never going to put new servers on Aether or Primal till Crystal fills up. They didn't make more space on Balmung when people asked for it two years ago and people gloatingly told us to move servers, they're not going to give special concessions /now/ either. I'm truly sorry you can't play together on your desired server, but there are open ones you can go to instead.
