What if you are in a party, who would it scale to? The highest or the lowest player?

That was my guess too but regardless, it's a dummy lol. If you want to improve your dps parsing a level one dummy or a max lvl dummy doesn't matter. Because it's not about how much dps you do vs the dummy. It's about doing more dps than the last time you practiced. My level 1 dummy is best dummy :p
Actually there's no difference at all in damage you do to the dummy regardless of it's level, as they all share the same defense stats. You will get same parse results on all of them - only SSS dummies come with different stats since they're supposed to imitate specific bosses(but tbf 3min is a terrible time to measure your dps anyways).
If anything they should change every single dummy to level one like Oriental, so you won't miss while testing things out on jobs you're still leveling.
Lv1 dummies are the most useful. You do the same damage to all dummies, but you will miss attacks on dummies that are higher level than yourself. Lv70/Lv80 dummies are only useful for Lv70/Lv80 people.
Echoing Satarn's point, all the furniture dummies should be reduced to Lv1.
This was my initial thoughts, but wasnt sure if they had different stats. But if the stats are teh same, then the level is semi moot. The only reason Practice Dummies were a thing that had levels to them was to simulate the current max boss IF you could miss. This is (was?) a consideration i games like WoW because bosses were almost always a few levels above your cap so missing was a thing. But as far as I know in FFXIV, once you hit the max, your hit rate is currently capped. So as long as your maxed, you can use the max dummy or any below it and find out the same numbers. So there is no reason to sync them to max. Its pretty much all cosmetic then.
If anything they should make it so that when you go to place it a prompt appears to select a level for that dummy, similar to how to asks you to chose an appearance for housing NPCs.
Accuracy used to be a stat, so having at level dummies was somewhat useful, though I don't think they ever matched the required accuracy for certain fights (t13 required almost 600 accuracy for 100% hit to front for tanks)
Now, accuracy is only based on level, with a few exceptions (wind mobs in eureka, and acc down debuffs)
You can't miss unless the target is above your level, you're affected by the blind debuff or the enemy has an evasion buff, like PGL/MNK mobs using Featherfoot(which is obviously not going to happen with a dummy). They removed the natural chance to miss along with the accuracy stat back in 4.0.
Either way level scaling for dummies is likely impossible to add and even if it was doable, it'd be a complete waste of time due to same stats across all dummy types. Just make them all level 1.
