Blizzard stated the exact same thing with Classic WoW though.

Yoshida: We literally cannot give you 1.x, we changed engine, we repurposed those servers and even retconned most of that plot.
Players: That's nice and all but can you give us 1.x?
Smh.
What I'm hoping is that NG+ enables us to actually play with our friends during some of the story mode trials.
I tried to get my GF into the game and one of the reasons that she couldn't get into it was that we couldn't actually progress together because most of the early parts of the game required her to do a lot of the stoy trials solo. From my understanding this has been a gripe for some new players who come in looking to play with thier friends.
This is accurate. The original game was developed in Crystal Tools which is what they used for XIII. This was largely responsible for the high hardware requirements and crappy performance because game engines developed for single player games don't work too well in multiplayer environments. The net code, collision detection, AI, etc. just doesn't work. They ditched it and used a cousin of Luminous Tools (XV's game engine). In order to revive 1.23, which is the version that people want, they'd have to recreate all the game assets in the new engine, which is not a trivial effort, especially because while the zones and enemies are similar, they're not the same.
1.0 gaming engine, Crystal Tools, is gone and now FFXIV runs using Luminous gaming engine. Having said that, it might be possible to recreate key moments of the game as well as "play" the cut scenes. That would take time and energy away from expansion and patches though... What would you prefer?
How else are you going to replay the story if they don't reset the quests?
That's what new game+ always is. Start over from the beginning, all story undone, but retaining your character growth.
I guess the question is whether it's "all or nothing" or whether we can choose what parts to wind back. Can we start from Heavensward? Can we reset job quests and side stories independently of the MSQ? Is there a "revert" option if you're still only halfway through and want to play the new patch that just came out?
I'm curious if there will be any sort of reward for going through the entire MSQ via new game+. By reward I mean something purely cosmetic like glam stuff or a mount. If I recall some new game+'s open new dungeons with unique items in older games. Unique dungeons gated by new game+ seems unlikely in FFXIV but unique glams might be cool.
They can't. To quote Yoshi-P in another Q-and-A "We replaced it to make 2.0"
However we know they kept the assets somewhere, because the Red Mage promotional material used a 1.0 cutscene location. So the cutscene locations still exist. That means they have the assets for 1.0 somewhere.
But it would be asking them to re-create 1.0 inside 2.0, and I think trying to recreate all of it is probably too much of a task. I think a small part of it is necessary (mainly the Ul'dah scenario as it ties directly into plot points in 2.0) But re-creating Limsa Lominsa or Gridania's 1.0 scenario doesn't add anything to 2.0. But it would require re-creating locations that don't exist anymore.
So what they could do, is what they did with the Ul'dah callback event, instance pieces of the 1.0 MSQ, without having to recreate the entire quest chain. Like the entire 1.0 opening that introduced Thancred and F'lhaminn is entirely relevant, and they could re-create it in the game engine if they were so inclined.
