Classes might be weak at low levels, but that does not matter because the opposition is even weaker.
You don't need any of the abilities you listed at low levels, so you are basically trying to solve a non-existing problem.

The content pre-30 was balanced for classes. Equipping Soul Stones gives you a good chunk of STR/DEX/VIT/INT/MND which amounts to an edge over players using classes. Also, you're likely maxed out on ilvl stats for the dungeon where new players are probably not. Lastly, you're still able to equip your 5 cross-role abilities whereas new players have fewer available.
Or a better idea would probably require job stones to be used while using Duty Finder normally starting at a dungeon like Brayflox, Stone Vigil, or a dungeon that can be accessed only after completing the Praetorium.
IIRC, one of the devs said that one can survive the game using classes up to Praetorium. But that is only if their gears are up to date and they know their basic abilities and combos. Considering the trends of the player base, don't expect it in a pug. That is why I am one of several who proposes a potential job stone requirement at a certain point in the future.
It may be one of their awkward coding issues that makes them unable to force a check on jobs versus classes? Seems the most likely reason they haven’t done it by this point in the content, and have to settle for things like not giving you any new class skills.
Maybe I'm missing something obvious but last i checked PLD do get Shield Oath at Lv30?

When you go into any dungeon under level 30 there is zero advantage to go in as a Ninja over a Rogue. You have the exact same abilities and you can even have more role abilities as a Rogue (currently).
She's saying to attach an ability to the stone, so that you have it any time you have the stone equipped not matter what level.
If I understand the design philosophy for level syncing they just eliminate higher level abilities to save themselves the headache of scaling down and tuning every ability. This would mean that extra ability would have to be tuned to work at every level.
I think people usually don't have their stone in a group for one of two reasons: 1. they don't have it yet. 2. brainfart while queueing (been there, done that)
This is a problem with lazyness and inexpierience not like what the OP seems to suggest.
The only thing preventing this would be hard caps on level and progress till you did the coresponding job quests.
For the not using of better gear from job quests.../shrug...that is always the same with gear, some people just are silly or do it intentional.
THIS! A thousand times this. Classes officially end at 30 as far as quests/guilds go and they should be capped at that level as well. There's no reason not to do this. With the soon-approaching Role Action changes (equip cap lifted for jobs) there is no point in using classes at all (not that having 10 Role Actions was ever a reason to play a class). The only thing classes provide post 30 is a self-imposed challenge which makes for interesting YouTube videos but definitely wouldn't be missed I'm sure.
