Why don't they disable plot purchasing for like a day or so after the maint so those of us with slower net actually have a chance? Why is this still a thing?

Before maintenance, turn down all your setting and pick a spot to log off where there likely won't be a ton of people. I'd actually suggest one of the existing house wards right to the ferry skipper. Very few people seem to actually stay inside a ward. So that may increase your odds. :) -

Opening Balmung has no bearing on the plots opening up. The plots that are left will be acquired long before you could even finish a transfer that morning anyway. Same for other big realms like Gilgamesh or maybe Cactaur/Mateus.
