Deployment tactics effectively got worse when succor was buffed in 4.1. The shield difference between a normal adlo and succor is only 75 potency. The closest comparison is White Mage’s Plantary Indulgence which effectively gives a minimum of 150 bonus healing and has a shorter cooldown. DT also has a smaller range than other AOE heals (10 yalms) while succor has 15 yalms and WHM PI has a giant 30 yalm range. To add further insult, the cooldown is also quite long (120 sec).
Outside of critical aldos, it is a bit meh. Might as well use it on cooldown if you cast Adlo since it is instant and there is a bit if gCD time right after to not clip.
I can't take seriously someone who says Deployment Tactics is useless.

For dissapation, I wish it reset aetherflow cooldowns. After accelerated aetherflow, you don’t really have anything good besides lustrate left. Unless you need burst single tsrget healing immedately, it is not that useful sincw you lose just as much from the lost embraces, so you are not really gaining healing effeciency. I guess if you continue to spam adlo/succor after, the 20% bonus might make up for the lost embraces. I agree with others it needs a couple tweaks like increasing fairy gauge, adding the bonus 20% to all healing and not just spells, and (I think) resetting your aetherflow ability cooldowns.
Assuming real potency of 170 for embrace, losing the fairy for 30 sec is 3400 lost healing potency. 3 lustrate is 1800. So you lose quite a lot if healing over time. I think the best use I guess is near the end of a fight when the lost HOT would be wasted anyway.
Oh wait, my math is wrong. It is only 1700 lost embrace value + 1 action to resummon fairy (could of been an adlo, so adding 600).
2300 to 1800 is still a loss, but not too bad if you need quick healing. Best near end of battle still.
We can't only see Dissipation trought a comparison between 3 lustrate vs 10 embrace.
That could be used for emergency need to use Indom instead, or even some Energy drain because you have a cruel need of mana and your co-healer died or whatever.
That could even be used when that extra healing from the fairy isn't really need at a certain moment and dissipating her to use some energy drain and then make your AF cooldown be reduced.
Could also be used for the extra 20% extra healing that will be apply directly on your shields or because you might need some high raw heal (emergency tactics then). (and largess is on CD)
Anyways, there's a lot of situation when Dissipation isn't just Embrace VS Lustrate.
And encounters are never the same.
This is just harder to see how correctly use it, but it's definitly not as useless as people think it is.
And if people think so... then sorry to be rude but they should probably try to play the game a little more and experience more content to use the whole toolkit of Scholar.
It's actually a good backup skill if you're not planning to use it otherwise.

Dissipation is +20% Heal for 30sec + Aether Flow. Great for Burst phases
Deployment Tactics is amazing for raid shielding, especially if ADLO Crits. 20k Raid Shield? Yes Please. Great Synergy with healing+ abilities (Dissipation, Convalescence, Largesse, Fey illumination, Warriors Defiance)
Sustain is sustain. Its nothing miraculous but does it job.
I dont think they need to be more useful, while they could use some QoL tweaks. If I worked for SE, i would Give Dissipation the Bahamut Treatment, its pretty clunky as is. I would also change DT CD to 90sec verses 120.
I do agree that Selene needs some love tho.
