Why should they bother when they know people don't really care, they will buy it regardless?
You spend money on outfits that aren't normally in game, then wonder why they don't generally do a lot of designs like this in game?
But aren't all the NPC outfits from mogstation not dyable?
I won't buy them unless they are dyeable. I like the styles but the colors don't match.
And its not anymore effort to make them dyeable than not. You choose the parts you wish to be affected by dyes and use a chosen pallet with that. The game engine does the rest of the work. Its why when they release new dyes, they don't have to go back to several thousand items to make the dye useable.
Its just an arbitrary decision.
Hell, someone made a recolor mod in less than 24 hours of it being released and not a bad one either. SE has no excuse.

Honestly there are many, many NPC outfits I would have immediately bought if they were dyeable.
I tried Lyse's vest on an alt and the style of it matched her perfectly - but I can't dye it yellow for her xaela tribe representation. I was on the fence about getting the Edda dress because again, not dyeable - I only have it on an alt because a friend gifted it to me. I'd love for Minfilia's dress to be dyeable as well, it was one of my main complaints about it when it came out! And I'm extremely upset that Lyse's other attire will more than likely be undyeable as well. It's starting to really kill any desire to have the outfits at all outside of any hairstyles I want from the package.
Please, SE and Yoshi-P, realize people would pay even more money and oftentimes at a higher volume if we could dye these sets!* People ask for NPC outfits not just because they want to dress up as the NPC, but because they want their glamour - they want that glamour to be incorporated into unique sets. And being able to dye things is one of the major ways in which we can create unique glamours. Please, if you're going to charge us this much for NPC outfits that aren't even account wide... at least make the bloody things dyeable. Given that mod up above, it obviously isn't that hard.
*note that when I say more money, I don't mean a price increase on the sets. I mean more people will throw money at them for the sets at their current price. :p
I personally think it's a bit cheeky for them to charge for an outfit that is not dyable.
I hope this gets corrected for the sake of the ones who wants to be able to dye it
