Probably something to do with Ishgard getting bombarded by an army of dragons.
FFXIV is a heavily story driven game. I don't see the devs allowing a major feature of the game to painfully obviously clash with the story.
Kugane was left mostly untouched by the Empire because of political reasons, it makes sense that it has the facilities for player housing. Ishgard has just ended centuries of war and recently suffered a dragon army attack directly on the city. They barely have had time to repair their own city never mind build a new housing district.
Not saying I don't like the idea of housing in Coerthas. But for storyline reasons it makes sense that they're not available yet.
Does not change my view, story should NEVER conflict with functionally. basic functionality and game play >( example say there was a bug about how one summons fairies)> story. Story, should not be more important to that.
I did not get the memo when buying this game that would hint at story getting in the way of functionality, I will not agree to it. So no it does not make sense to me
Since your view doesn't conflict with functionality, I hope they release Ishgard housing in repairing/damaged processed for you.
The moment you buy the plot and you build it with permit, it has the skin default of a giant hole on the roof. And you can't use other Workshop skins.

Or a excuse how to manipulate ur aether to change ur garuda egi into a silly carbuncle egi at level 60-70 which is silly to see level 70 smn doing neo exdeath with a frkn carbuncle.
They could ard a excuse like "we got a estate protected by a barrier bla bla" or something.
