Under your suggestion, player B buys a mansion. Now 50 millions get spent and one more player gets a house.
Under SE's plan, player A buys a mansion in Shirogane and pays 45 millions (using discount) and player B buys player A's old mansion for 50 millions. Again, one more player gets a house but 95 millions leave the circulation.
Since housing is meant as a gil sink, the second option makes more sense.
In terms of fairness, we have thousands(?) of homeless players competing for a Shirogane plot. Throw in the hundreds of existing homeowners into the mix would barely make a difference, especially since many homeowners will not bother trying at all.
