Hiding weather effects like Fog would be very helpful for lower end PCs. To make the game more accessible, this should be a thought the dev team should be thinking about imo.

the issue might come in with the "new" minimum specs though, they are designed in such a way that you should in all reality be able to play it 30+ fps with everything at decently high settings. It would be hard to sell the "setting" strictly for the sake of performance given the minimum requirements now. That said with enough support it could still be done for "aesthetics" ... eventually when they can get around to it XD
Not really arguing the merit of allowing weaker pcs "access" but to use your WoW example, the PC i started to play wow on in 2004 does not meet WoWs current minimum specs and standards. I used to play WoW in a system that couldn't even render "transparency" for the water. Games tend to adjust their engines as much as possible to bring em up to the current generations weakest standards it is just the way of things.
