OP in what sense? You'd still need to get said jobs to 70 yourself.

I wouldve been happy if I couldve changed jobs and it resets to 50... not all the way back to 1. My Vinja is working the process now to become a SAM that he always was.
The lore doesn't limit class switching to the WoL. For instance, although Wood Wailers are lancers, they all have to learn at least basic conjury as well. (It's pointed out in a CRP leve where we provide a CNJ staff for them.) And when we first unlock the ability to join other class guilds from our starting class's level 10 quest, we're not anything all that special yet, just a fresh adventurer who's attained a very basic level of proficiency. Our trainer suggests branching out at that point, though they don't recognize us as the WoL yet.
Retainers don't have those roles. They have four available roles: Mining, Botany, Fishing, and Hunting, with all DoW/DoM jobs falling under the "hunting" role. So allowing changes within the same role should mean allowing changes between any combat classes/jobs, but not between DoL.
If you're including DoL, then it would be OP because he could basically be all four retainer roles in one, going for hides one hour and ores the next, or whatever. But I don't think an option that only skips re-leveling if you're going from one combat job to another combat job would be too OP.
This would be cool but I think the dev could use some of these ideas and learn from them, I personally wouldn't mind the potion so long as its a in game item you buy from a NPC only with a decent price that can make it a Gil sink maybe 2-5mil per potion. SE has gone a little overboard with the cash shop let's not give them something simple like this to add to it.
Switching your retainer between various combat classes should have little or no penalty in the first place, since they're completely interchangeable. A penalty to switch between botany, mining, fishing, and combat is understandable.
