If it honestly would take you 2 weeks to download 16 GB, then there's no way you could play the game normally anyway. Your internet is way, way too slow to have a reasonable experience in-game.
Best to either upgrade your ISP or move to console/single player games.

I have the fastest speed that my isp offers, and I have been playing with no problems, so your suggestion to only play single player games is irrelevant. and I have had no problems playing before, so whatever.

You don't need a big bandwidth to play the game, you just need a stable ping, this game transfers maybe 60-70KB per second which is nothing.
@OP if you have a laptop or a friend with a laptop try going to any place with free wi-fi, download the game and store it in an USB stick.
