The whole "selling with a huge profit" is so vague too and subjective.
Isn't this only when moving from a congested world to a preferred world though. I am wanting to move servers to be closer to my physical location, but I am on a standard world rather than a congested world so as I understand it I need to sell my house privately first if I want to recoup any of the money!
EDIT: never mind, it seems Leviathan has been upgraded to a congested world so I can do this ^.^

if your selling only for original price of what you paid i cant see why they would bother you though asking to much does actually fall under harassment between rmt and tos so if your smart sel for what you paid only then you shouldnt have to fear
From what I understood, they had to make it against the ToS so that they would have the ability to punish people who abuse it if they choose to. Most GMs will turn a blind eye to it though if it's obvious you are just trying to make back what you put into it in the first place- selling it at or near the original plot price. The only time I've ever heard of any action being taken is when someone marks up a house for 3-4 times or more what it costs to buy it from the server, obviously done for profit.
I agree with all that said its okay without price gouging. Trying to recoup the cost of the land any maybe a tiny bit more, I say, if its worth it to the person buying, fair game. But offering a grade 4 small for 10 mil is ridiculous. Be fair and I don't see a problem, I THINK gm's are of the same mindset. With all that said, your house will not sell. Not with Kagane housing district one patch from being released.
House selling violates the ToS under fraud. A player cannot guarantee the sale of the item in question to another player.
House flipping is also a violation to the ToS.
The short: If you're doing anything other than buying a house under the intended mechanic, it's a violation.
