Seems to be 50 50. I mean any game or any server is going to have the occasional "That guy" shouting and pleading for attention. Honestly the worst kinds of people can really make a server for me. I love free entertainment.

We're likely to get 3.56 soon. If you aren't in any rush, you could try sneaking a new character through after maintenance and see what it's like before committing. If you do try that though, you'll want to be up well before the slotted time in case maintenance finishes early. Balmung opening up lasts for little more than five minutes tops. So make sure you have everything ready beforehand.
Cramming more characters into an already overpopulated server is a greaaaat idea. Meanwhile other servers are dead.
Consider that while a large population is desirable, overpopulation is not. There is a reason Balmung has disabled character creation. You'll also have to contend with a lower potential for profit from the market board. Items that sell for millions on normal population servers sell for under 500k on Balmung due to just how many people are there and competing in the market. You'll also have next to no chance of ever owning a house and no one knows if/when SE will raise the number of apartments allowed. If anything I would transfer to LOWER population servers because there's actually an opportunity to be the "big fish in a little pond". Going to Balmung means you're going to have at most 1 million gil, no house and next to zero chance of ever getting one, you'll be just one more of thousands of crafters and/or gatherers (if you craft or gather) so making gil via those will be much more difficult than on a server that isn't overpopulated.
Remember that the grass always looks greener on the other side.... but rarely is. If population is the only reason you think that Balmung is a desirable place to go, then I would definitely give it more thought. Transferring to Balmung because you have RL friends there waiting to play with you is one thing, but transferring just because you think things will somehow be "better" on an overpopulated server is probably not the best idea.
There's more downsides than people realize to a high population... more so in Balmung's case because its not just "high population", its OVERPOPULATED. And if you transfer there you're only making the problem worse.
I personally think it's a bad idea, for the reasons already mentioned. Especially if you're not interested in the main draw (the RP) which offsets the practical concerns.
But what I think isn't all that important. If you like the look of Balmung, it's entirely your choice :)
If that's your outlook then there's no reason I can think to turn you away, and admittedly I haven't seen anything annoying in a while, though I am a little inactive. I can't comment on the market much since I have no notable experience with other servers but housing will always be an insane issue.
RP'ers are abundant but I personally think they are the minority. You'll see a bunch of people with the RP tag out in the world but you won't often come across any actual RP unless you walk into the Quicksand. It's not as though anyone will bother you over it.
My personal favourite is that the cities and events especially are always so alive and crowded. I don't know what it's like in Leviathan but it really makes for a nice atmosphere in game. Though, with that said, I think I was waiting over an hour to get in-game after Heavensward dropped. Similar things happen with housing patches though usually you actually get into the queue comparatively quickly, though it'll be a bit long.
I want to make a character on there just to see what the fuss is about. Midgarsomr has people but nothing really goes on anymore. Limsa and Ildlyshire are quiet.
