They control the access to servers and if they allow too many players to a server there are quantity issues, it's simple they allowed too many and didn't create enough houses - it's their issue. As pretty much the government of FFXIV it's SE responsibility to handle immigration, certain severs need it others do not - when they sell immigration tickets even though there are issues already Yes it is SE's fault and issue. Perhaps they want not everyone to have a house but I'm pretty sure they are deaf or don't care about player desire then because it's clear everyone wants one (or option to).There are many FC and players who don't have access to houses and their features, a very big issue for FC, and if SE cuts corners as you're trying to blame it on player demand (players wanting personal housing) then it is still SE's issue, they design the system.
Furthermore the housing system barely has community now, and I'm on a fat full server, with massive amounts of dead houses- added to that I'm not sure what game your GF is talking about but Wildstar for example had a massively more networked community even though it was instanced (also the system was far more creative and everyone was able to partake). Or we could talk about LotR which is the one that FFXIV resembles closely but they have their wards grow when they get full, also had many dead communities like FFXIV too lol. Although you could example WoW Garrison and then yeah literal zero community, but again everyone could take part (FFXI same situation).
