It is very stupid to have hate gained during phases which the boss is not targetable. Nael was a culprit, as was any other boss with an extended add phase...
I guess it's not been fixed yet because SE expects players to "git gud" in a sense and learn to manage their hate. If you want to raid on the high end level, you have to be able to account for minimal things like that.

This is an issue with the tanks...i never had a problem getting Alexander back during phases with 2 geared white mages spamming heal. The tank should always make sure his agro meter is at least 50% filled or more depending on his team.

I thought they did fix this in a couple fights after it was such a problem in t9. Could be mistaken, as I can't remember exactly which fight it seems like I remember they changed it for. Several primals have invulnerability phases, seems like all of final coil had those spots and it wasn't a problem then, least not as much as I remember. Don't recall seeing those phases in alex 1-6, not sure about the rest. So maybe they just forgot about it when doing the latest raids lol
