That sounds more like 'open world dueling' rather than 'open world PvP' in the sense I've been conditioned to understand it. Open-world dueling would be a great addition (and a basic PvP QOL feature, to be honest), since players would be free to congregate in natural, convenient sparring spots (such as outside major cities).
As for open-world PvP objectives, that would be enjoyable for me. PvP FATEs would be a conceptual analogue to WOW's new PvP World Quests, and a big open contested zone in Gyr Abania (Ala Mhigo's region) would be like GW2 WvW or (apparently, not familiar with FFXI personally) the FFXI Ballista activity.
Although, while all of this sounds exciting off the top of my head, I also have to cautiously observe how incompletely-managed and implemented Frontline and Feast still are. But maybe that's just how themepark MMOs have to work.
