items have stat meld caps that affect how much control crafts and cp can be attached. however your character's total control crafts and cp stats are not capped. your character will have as much of those stats as you are able to meld and equip. as gear evolves from patch to patch, the maximum possible cp will tend to increase.
in an effort to stop confusing PROBOUND i'll clarify AishaNymph's response.
430cp without food is the most cp possible with 3.3 equipment. before 3.3 the most cp possible without food was 422.
think i'll meld like this.. comes 7 control short and gets all the cp and crafts (except for the body..). requires 6 Competence V and 6 Command V materia with no grade V overmelds.

i am new to end gear BiS for slotting materia...
should i just meld the same as OP?
Meld as you see fit. Some pieces you can "max meld" - meaning that you can bring them to the maximum possible stats for that piece of gear. Other pieces, there simply aren't enough Materia slots to max out, even if you were to overmeld all t5 Materia. And a few others you can max meld only if you overmeld T5 Materia - a rather expensive proposition.
Personally, I'm doing my best to cap out those pieces that it is possible to do so, while leaving the MH, OH, and Body generally alone (will meld some CP onto the MH and OH tools just to reach the max CP). I won't quite succeed - I'm not going to even attempt to overmeld a T5 Materia, it's too expensive - but I'll come reasonably close.
i don't have the budget for all V's, but i would be fine with doing my first gem slots as V's and go to IV's for the rest of the way.
would following the same pattern as the original poster be fine for the formula though? i don't want to remeld
Glass fiber can be easily obtained from Desynthesis of gear bought with Blue Crafter / Gatherer tokens (in Idyllshire). Or Void Ark gear (which also yields Eso mats)
With approximately 100 tokens and 30 counterfoils (or whatever they are called) you can buy and desynthesize enough get to get like 10-20 glass fibers AND Fieldcraft Demimateria II, depending on your luck.
I also made all of my Ironworks / High-Mythrite gear myself using only desynthesis and glass fibers obtained from Mog quests and pentamelded all.
Plus, switching specializations a lot.
But I didn't overmeld with Tier 5 materia because the success rate is far too low to be worth it. In terms of profit / loss, overmelding with V materia is a loss, even if you were to succeed 100% of the time (virtually impossible), simply because that level of Craftsmanship won't be needed to craft any new recipes in the future.
