I haven't gotten all my tanks to 60 (or even one) but they're all above 30 (DRK is at 53?). I just did dungeons. Figured it was a good way to get over my fear of tanking and I always let every party know I'm learning the ropes and I occasionally get some pretty helpful advice.
Well first tank was quests, fates and dungeons. On the other two I spammed dungeons, dailies & fates.
Started as GLA back in 1.0 and so had my exp and levels transfer into ARR, then it was basically just the Hunting Log, FATES, leves, sidequests and main scenario, with the occasional dungeon or guildhest for good measure. And that continued beyond level 50 into Heavensward, this time supplemented by Daily Hunts and the Challenge Log.
I'm not one for spamming dungeons over and over again, it's too monotonous.
I started off Warrior with leves and fates until I could queue up. I waited a couple levels on Dark Knight until I was comfortable with all the abilities I had which wasn't long. I was still new to tanking and did better than 90% of the Drks I partied with at those levels.
Tanks get the same XP as everyone else.
You may have had Rest XP on your healer and none on your WAR. Make sure also that you have your food buff on while leveling for the extra 3% XP, and if possible the FC buff The heat of battle. If you end up in anything that syncs you under level 30, then throw on Brand new Ring for the Extra XP, you get it from completing your Hall of Novice training.
At less than level 25 - put on your XP bonus Cap.
If you're limited on time,
- FC Exp Buff
- Food Bonus Buff (mineral water is fine)
- DF Roulette - Guildhest
- DF Roulette - Leveling
This should get you 3/4 to a level every day no matter where you are and is extremely fast instant pops. If Tank is not "in need" then do the other roulette first. Always get the in need bonus.

- All of above
- DF - highest level dungeon
- Hunt Log
- Guildleves (esp. Mor Dhona)
- Class quests
- FATEs if you're really bored with dungeons, but as a tank group instanced content should be your focus
In 2.0 I leveled my PLD through the MSQ so that was easy. Then I leveled my WAR by spamming dungeons.
Now with my fresh start, I leveled my BLM through the MSQ (1-52) and SCH through the MSQ (52-60). Then I do the daily leveling roulette on either my WHM or GLA depending on what I felt like. The leveling roulette basically gives me one level each run until about Lv 37 (except when you get the story primal fights). No burnout and easy leveling. I do run into problems with outdated gear this way, though, because getting Sastasha at level 33 isn't going to give me that sweet Battlemage gear. In the end I ran dungeons unsyncced on my Lv 60 BLM to collect tanking and healing gear. It's a quick 10-15 minutes run through Brayflox for example.
Also don't forget the XP bonus ring.
