Yeah. Leveling alts is way more time-intensive than gearing them is. You'd be providing tons of ready-made alts for people that are quite willing to invest the time to gear them, then they could turn around and use them to sell content with weekly lockouts.

Not really. It is more because the game is designed around the idea that you can do most things on just 1 character and having more characters is seeing as a not neccesary option (a "nice to have, but not important").

Even during 1.0, where every activated character slot have cost 3$/month extra and no Phantasia existed, was 1 character all what you needed.
