I always understood it as you training up your retainer rather than them learning. Though, I've always been one to level everything so at worst it delays me for a week or two to have different battle retainers.

Don't they warn you when you pick your retainer's class that it cant be higher than one of your own? I thought the Tutorial says that.
It's such a pain in the arse because my BLM was 50 up till HW, but I didn't like the changes to BLM, so I didn't carry it into HW, swapping for PLD. Which means I get to either grind BLM from 50-60, an at least 15-20 hour task, or reset my retainers. I already reset one, I dread resetting the other.
You're the one teaching your retainer the class, so naturally you need yours leveled.
How do i teach my retainer something when they never with me on the battlefield. This system has been collecting dust for a while. Dissapointed with it, hope they add on and improve retainers in the non distant future.
Why should someone who hasn't put in the work to be able to gather cobalt ore themselves be allowed to just level their retainer to go get it for them? That would be incredibly unfair, even if it is significantly slower (though, imagine if someone had 8 mining retainers--they could get close to the speed of a player with significantly less effort, all without the player having ever touched miner). The restriction is appropriate on gatherers, because if the possibility to exploit the system is there, you should at least earn it. Battle/hunting classes? Restriction is pointless.
