Sigh there is multiple of problems when making a healer who heals base on damage....
1) overhealing at Max HP just by doing DPS
2) having a set rotation in order to heal
3) have issues healing burst damage
4) can have nerf in DPS which effect healing
5) have massive MP issues due to acting as DPS
6) healing is not efficient
7) smart healing in games is terrible which would be the formular to be a DPS/healer as it priorities lowest HP targets
8) if too strong it will make higher raid tiers stack 2 just to reck content easier which will force massive nerfs to the job
Look that 8 issues already and that is just base on it being a healer who heal by dealing damage... This is without all the cooldowns u will need just to be an efficient healer, and this is my personal experience just being a fistweaver in heroic raids there too many issues and balancing required for it to work....

And tbh.... A healer/DPS is no different then a SCH turning cleric stance on an off to heal damage or to heal which defeats having this hybrid of a healer/dps

Chroma nicer in rift doesn't heal max by dps. It's steady heals that requires traditional heals to support it. It has a buff that converts 100 dmg to heal to one target but requires normal heals for most of the raid. Rotation for healing?
Scholar as you said has a mechanic for mana levels to stay neutral. And yes a scholar can dps while healing but there are other ways to balance it over nering just damage.
