Can you think of any rewards then that only people actually interested in mentoring others might use? Transferable bonus exp while in party with a friend, etc., perhaps?

Doing a dungeon with your mentoree and rewarding him double experience giving you none. That is a reward (kind-of) because your helping your friend level faster.

Maybe you have to pass all challenges in the Training Hall first. It did say you had to do a special thing to be a Mentor so you probably have to prove your rotations/skills aren't dumpster fire levels of crap.
