No, they can't. It'd be better to add more customization or animation choices to existing races rather than adding a new one that's going to be similar in figure to a hyur.

I highly doubt that the developers are opposed to Viera. It's moreso a section of the playerbase and, arguably, rightfully so. Let us once again remember some of the early Au Ra concept art. I think most people aren't necessarily opposed to another race with animal/beast-like features. It's just that for a lot of people (I assume it's a lot), including myself, the worry is they'll just sorta do what they did with Au Ra and just add another sorta cutesy, dainty female variant....which we have more than enough of already. The dudes would probably be pretty cool though.

Female Viera should not be too hard since they have plenty of templates (Ivalice) to go on and make changes they want. What I am Very interested in on are the male:

I love the physique on the male. I hope the males won't be shaped like an hour glass like the male au ra ended up looking.

Nostalgia isn't really regress, but I rather see Viera on a next title totally ambiented in Ivalice than in FFXIV. We have our own "universe" and lots of possibilities without using races from other universes.

I personally see them as being more like elezen in shape, in FFXII they are taller than Humes. :/

What made every race different from each other despite being all humanoid is not only the racial features (Hyur being human, Elezen being elves, Miqo'te having cat ears and tail, etc.) but their proportions, facial features, animations and emotes. Overall, their characteristics.
It's very easy to tell a character's race just from close inspection. Heck, someone can tell if someone's character is a Miqo'te, Male Roe, Lala, Au Ra etc just at first glance.
Even if Au Ra are just "Hyurs with horns, scales and a tail", all they have in common is being humanoid. Their facial features, animations and etc. are very, very different.

I don't see how Viera couldn't be different from Miqo'te just because they both have animal ears. If they can give other races different characteristics that separates them from each other, I'm sure they can make the same with Viera.

They could even be easy to implement lorewise.
