You'll most likely see more players tomorrow, because everyone wants to try out the new latency, but I don't think many players will come back to the game because of it.
3.1 is when players are gonna come back.
The difference with EU servers overall is huge though... Cause the average ping in EU is like 120-140+, and you shouldn't get any higher than 50 ping after. Most players will get lower than 50, like 30, but at least below 50.
That's a huge difference actually. Lets say you go from 120 to 30 ping. That's 90 ping lower than before, which is certainly noticeable, especially since this game is pretty much developed for lower latency. It's easier to dodge AoE, and even if that wasn't a problem for you before, you can now stay and DPS for slightly longer before having to move etc. Your DPS will go up because of the lower latency. You can double weave oGCD skills now if you want. Even things like hitting the right positionals for melee DPS could become easier (when the target is moving/rotating). And there are probably more positive things about it when we finally get our hands on it, things that we might not have thought about.
That only if you have had a stable connection around 120 ping or lower... If you have had higher ping, and/or lots of lag spikes etc, then it will be an even bigger change. NA connections suck, and you won't get those spikes and packet losses here in EU (unless you live elsewhere).
