I would say it is more likely that rendering the terrain is causing framerate issues. They might not be culling the floor below the platform at all, or perhaps they actually can't. Either way, I've never once felt lag during Titan, and my overall latency is nothing stellar. My machine is rather beefy however.
So the real question is: If the recommended hardware isn't handling an encounter very well, why have they not addressed THAT issue? Unforgiving mechanics are how you add difficulty, so I disagree with your conclusion, but I do agree that there is a problem here.
