Do you want to accept the truth that there were set backs and other, more pressing concerns, took priority or should they just give the cop out "Please Look Forward to it"?
It's very obvious that the release of Heavensward didn't go as smoothly as they had hoped when making that announcement. Countless translation errors, completely unexpected balance issues, debugging raid and dungeon content, and implementing the other half of the data to give us Esoterics and Alexander Savage certainly took priority over something that they simply can not permanently fix. As long as the game runs Housing will be in limited supply. And even as a player with no insight on the development process I can guarantee you that issues like housing will always take a back seat to server stability, game balance, and content development. Quality of Life issues just don't take top priority when a team who is already overworked nearly to death still has so much to do and less than half the time they need to do it.
The wards will be added eventually. And mark my words, when they are they will disappear even faster than before. Because when supply is low and demand is high in a cash is king based economy, only the fastest trigger finger will take the prize.
