A solution that may work - but not for me though
OKay, Sony gave me another option that has worked for some people. Did not work for me, but maybe someone here will have some better luck.
Press and hold the playstation button on your PS4 Dualshock controller. Then go to power options and SHUT OFF the PS4. Wait for all the lights on your PS4 to turn off, and then push down and hold the power button on the Playstation console. (at this point just put your controller down you don't need it) Hold the power button on your Playstation till it beeps a second time. This will put your PS4 into Safe mode
Once it's in safe mode, using the USB charge cable, plug in your PS4 Controller, and Press the playstation button on the controller. After this a list of options will appear.
I believe it's option 5, Rebuild Database. It's essentially a defrag for the PS4 Run it. There is no harm you won't lose any Data. I've heard from Sony, that this works for some issues like this one, but apparently Sony support has not actually been informed of any issue's involving the Problems surrounding Heavensward on it's Console. (I heard this directly from the Sony support guys) But they've been most helpful in giving me as many options and solutions as possible. But, sadly none of them have worked.
