And give new players a hard time leveling? No. Also, we're talking PVE here not PVP. Balance is between players and the environments or job kits vs. other job kits not player VS. player. If this will be an issue, which I doubt, there must be a better way of handling it. The only possible "balance issue" I foresee is maybe economic if I few people get to 60 a bit faster. All and all though I doubt it will have much of an impact.
